can't load/create target list

When starting the GUI afresh, it says "Please login or load your target list to start". I can't log in because I don't have an account, and I can't create an account (see issue #385), so I try to load.

No target lists available so I have the option to upload new or create empty. Create empty does nothing that I can tell. Upload opens a file selection window, but after selecting a file and entering a target list name, no list is shown.

@prkrtg this seems mostly related to not being logged in, although it gives the impression that you can load a target list without logging in, which does not appear to be the case.
