Firmware request: throttle 6 km/h, PAS 25 km/h (EU legal mode) #71

Hello!
I have a KT controller (model KT36/48ZWSRM) and I would like to configure it for legal use in the EU.
I need the following behavior:
- Throttle works only for starting the bike, limited to 6 km/h (like walk assist).
- After that, I use PAS (pedal assist) up to 25 km/h.
- Throttle must be disabled above 6 km/h.
Do you have a precompiled .hex file for this, or could you guide me how to configure and compile it from source?
