Is your feature request related to a problem? Please describe.
For any user of FreeCAD, the main WB toolbar appears to be functionally integrated with the Ribbon UI. (When we click on any WB button, its ribbon appears below.)
But the ALT+L command (preference > Ribbon UI preferences > Ribbon Layout) has no connection with the WB toolbar. This is confusing.
Describe the solution you'd like
The Ribbon Layout dialog should control the WB toolbar also.
- The order of WB icons should be the same in both, as shown below:

When we click the "Apply" button at the bottom of the dialog, the current order of the WBs in the right panel (1) should get reflected in the main WB toolbar (2), as shown with the red arrow.
- The WB toolbar should be controlled from the Ribbon Layout dialog.
- Add/remove WB
- Set the order in which the toolbar buttons appear
